I have the honour to return, with thanks, the enclosed copy despatch (N:172) dated 14 November 1871, received from General Whitfield the Lieutenant Governor of Hong-Kong, in reference to the representation of Peasant Jewellery and Paper of local manufacture in the International Exhibition of 1872, which despatch was omitted to be enclosed in my letter to you of the 15th instant.
