I desire drst to dwell on questions relative to the enforcement of the savaral Treaties of Peace.
The (German, Austrian and Bulgarian Treaties have all been in force for some time now. Diplomatic re- presentatives have recently been ppointed to Germany and Aus- Itria. In resuming normal re-
