INTOLERABLE SITUATION IN UPPER SILESIA. -

Berlin, Jan. 7.

A Garman pote to the Allies declares that the situation in Upper Silesia is intolerable. The place is infested with marauding Polish bands. Murders and robberies in the district of Kaftowitz alone have increased 243 per cent. and 80 per cent, respectively since the arrival of the Inter-Allied Commissions, whose measures of repression are Inadequate. The note demands. the closing of the Southern and Eastern Frontiers and the imposition of stern penalties for misdeeds.

DUKE OF CONNAUGHT'S VISIT TO INDIA.

Madras, Jan. 9.

The Congress Party has been active on the occasion of the Duke of Connaught's arrival. A huge procession, carrying banners urging the people to boysort the visk and concentrate on the attainment of self-Government, has taken place and placards posted up everywhere calling on the people not to attend the celebrations to honour of the Duke because "the Duke cannot redress grievances.” Apparently owing to this campaign the tramwaymen have decided not to work to-day.

THE INDIAN DISTURBANCE

Allahabad, Jan. 12. Official advices from Rabareli state that the situation is under control.

It is unadicially stated that the trouble was the outcome of a peasant movement under the leadership of Kisamaabha, organised as a protest against the levying of rates by landowners. The dis turbances are the result of the arrest of three leaders after the Pea- sant Congress last month. Public meetings are now prohibited in the affected areas.

BOY SCOUTS MOVEMENT.

London, Jan. S.

The Prince of Wales has issued an appeal for £200,000 in aid of the funds of the Boy Scouts Association. He says that during his recent tours he had the opportunity of seeing the strength of the Boy Scout movement, which has spread to every land and corner of the Empire. In paying a tribute to the splendid work of the past, he says there are very great passibilities for the future and appeals to all interested to help to double the numbers next year.

The Times" correspondent at Berlin says that a report has reached official quarters that the Austrian Government ha, informed the Entente that Austria is at the end of her resources and unable to carry on.
