I see no objection to these alterations in the dietary scale - but the substitution of fresh vegetables for salted can be partial only and for the first part of the voyage, as it would not be possible to keep them for any length of time. The Governor in proclaiming the new scale of dietary, which he has authority to do under the 5th section of the Passengers Act 1855, will not lose sight of this point. It is also intended that to guard against the people suffering as those in the "Guiding Star" are said to have done, from cold - it shall be a condition of all future licences to Emigrant Ships (restricted, I presume, to those going into cold latitudes) that each passenger shall be provided with one warm blanket.

7. With reference to the possibility that the provisions might have been changed after they were passed by the Emigration Officer, Mr. Thomsett and Mr. Cairns explain the arrangements to prevent contravention, which appear satisfactory and sufficient.
