I cannot understand how the ships which carried this emigration obtained the License from Hongkong without which No Emigrant ship is allowed to Sail.
I thought that perhaps there has been some infringement, premising that the emigrants pay their own passage, the Act which is perfectly clear.
In 61 Hong Kong 1080. the previous despatch states that since the receipt of Lord Granville's despatch 74/70 (copy of which is annexed) no license has been issued for the conveyance of Emigrants to the US.

do I have mentioned more than once I have num myself satisfied as to facts in the case of this emigration, & that I thought Jeffly the Act might only have facilitated the emigration of Coolies under Contracts, leaving free Emigration to its course, regulated by the Passenger Act - My belief was that the intention here was to prevent all Emigration of Kontract Coolies from Hong Kong to Foreign Countries.
