31 July 1872.
Transmitted to you on the 30th ult. a telegraphic despatch in the following words:
Inform Admiralty that exemption from Chinese Passenger Act will cease 1st October.
For your information, I enclose copy of a report No. 7694, July 28.72. from the Emigration Committee.
E. C. 20 July.
From this you will perceive that considerable difficulty has arisen on the subject of the liability
of the mail steamers of the Peninsular & Oriental, and Messageries Maritimes Cos., under the Chinese Passengers Acts
57 of 1855, and the Hongkong Ordinance No. 8 of 1871, and it is wished you would consider the subject and to
report whether in your opinion it would be desirable to relieve these companies.
