Macdonnell accepts and supports my statement, and further explains, what we did not know here, the precautions taken on board emigrant ships in the Canton Waters, and the nature of the emigration from Hongkong to California, to both of which the Portuguese Authorities had referred as justifying the mode of conducting the emigration from Macao.
Sir R. Macdonnell's explanation and vindication of Hongkong Emigration appear to me complete, and I can add nothing to it. I presume that it will be sent to the Foreign Office for the information of Earl Granville.
