I have to acknowledge your letter of 18th inst with one from the Foreign Office enclosing an application from the Netherlands Minister to be allowed to obtain Chinese Emigrants for Surinam in Hongkong.

2. It will be remembered that in consequence of the departure of a ship with emigrants from Hongkong to Peru, which it was found the Government had no legal power to prevent, an Ordinance (No. 4 of 1870) was passed by direction
