As I understand that it is in contemplation to institute a change in the Constitution of Hong Kong, and that the appointments in it will in future be filled by Military Officers, I have the honour to request you may be pleased to submit to His Royal Highness, the Commander-in-Chief, the accompanying statement of my Military Services, which united to my knowledge of the Chinese, and Hindustani languages, of which I speak fluently, will, I trust, be favourably received.
