I have to recommend that Territorial advice would make it clear to the Portuguese and every one else that I had delivered myself to that effect. That they would bouently measure to reinstate any initiati then authenty at Macao, as I have before observed, I take leave to doubt.
I shall add, without pursuing the subject just now, that I have little hope of seeing our West Indian Colonies supplied with labour from China unless they can hold out inducements sufficient to tempt the voluntary emigrant. It is estimated that there are at present 80,000 Chinese in California and about 100,000 to 200,000 in the Straits Settlements.
