I am directed by Earl Granville to transmit to you a copy of a letter from the Japanese minister applying for permission for two Japanese naval officers to inspect the Custom House at Hongkong, and I am to request that you will move Earl Kimberley to send the necessary instructions to the Governor if there should be no objection thereto, and enable Lord Granville to reply to the Minister.
