I have the honour to inclose a copy of a note in which, in obedience to the instructions contained in Your Despatch No. 29446 of the 18th inst, I have addressed the French Govt with reference to the question whether some rules might not be established with regard to the privileges & liabilities of vessels employed in the postal service of the two countries.
I have the honour to return the letter from the Col: office and its enclosures, which were sent for my perusal.
