While it is considered that the miners' ballot will result in a large strike majority, it is understood that this is officially regarded as indicating little more than loyalty to the men's leaders, as it is declared that Mr. Smillie will not advise direct action without the certain co-operation of the whole Triple Alliance. But there is evid- ence that the Alliance will besitate to sanction a combined striks unless the outside Unions agree to finance it. Moreover, Moderate Constitutionalists, like Mr. Clynes, will throw their whole inflaence into the scale to preserve industrial peace. It is understood that before & strike the committee of Labour leaders which inter- viewed in last year's railway strike would intervene. It is declared that the Government is convinced that Mr. Smillie will be unable to stampede his own Federation or precipitate action.

It is possible that as a last resort the Government will appeal to the country on the single issue of the rights of the country against sectional interests in the event of the ballot favouring a strike.
