vessel to the privileges given under the 5th
Article of the Convention.
As
so far as regards the first
question it will be
seen that the "Awn",
a vessel subsidized by the
French Government and employed for the
conveyance of correspondence was
within the 5th Article
of the Postal
Convention and not
liable to be arrested. Upon the second
question raised by your Despatch namely
the conduct of the different Government
Officers who were
engaged
in these
proceedings, you will
perceive that Rothery has also reported very carefully, and after full consideration of
the subject,

concur
in the conclusions at
which
he has arrived.
