the presence of a guard Boat with

two Officers

in

the Harbor of Hongkong

would therefore be of little use.

The

Officers of the Local Government will at all times afford the fullest information in their

power to the officers commanding

Chinese Gun Boats which may visit

the

vessel as

frequently as possible for the

purpose of visiting

suspected

localities.

His Excellency is of opinion

that the presence

of such a

vessel affords

the best prospect

of putting down a practice

detrimental to the interest

of both

Governments.
