that I should come to an agreement with the Governor before making any suggestion to the authorities of Canton respecting matters which concern the affairs of the Colony.
In reply, they most respectfully state that, owing to the complaints made personally to the Governor of Hong Kong regarding the numerous piracies, or rather robberies, that were committed in the neighbourhood of the Colony, and a conversation I had with the senior naval Officer, Commodore Shortt, on the necessity of immediate action being taken on the subject, I brought it to the notice of the Viceroy at an interview I had with him.
