at Stungkong, His Lordship's attention having been called by Her Majesty's Secretary of State for the Colonies to the

fact that this proposal, which was declined by the Governor,

had been originally suggested by

me to the Viceroy without previous communications

with

the

Governor of Hongkong.

Lord Granville also observes

that in order to avoid

any

appearance of divergence of

opinion between myself and

the Governor of Hongkong, which

much

early have the

effect of weakening the influence

of

both with the Chinese Government

it would be desirable in future
