With reference to your letter of the 12th July, I am directed by Earl Granville to transmit to you, to be laid before The Earl of Kimberley, for his perusal, the accompanying despatch from Her Majesty's Consul at Canton, in regard to a proposal made by the Viceroy of Canton to station a guard boat at Hong Kong, with a view to the suppression of Piracy.
