It is suggested that the railways be formed into five or six groups for England and Wales, and one for Scotland. the groups being determined on the basis of economy and thẻ elimination of competition. Each group is to be under à Board of Management limited to twenty-one members, consisting of share- holders and employees and comprising both officials and manual] workers.
