I have to convey to you my approval of the proceedings which you took in this matter.

I transmit to you for your information a copy of a letter from the Foreign Office to which Department I directed a copy of your Despatch to be forwarded; and I shall communicate further with you on other points which arise out of the affair as soon as I receive an answer from the Admiralty to a letter addressed to them by my desire and of which I enclose a copy.

In the meantime I shall be glad to receive any observations you may wish to offer on the statement of the French Government that your action was less prompt than it might have been.
