Following after Mr. Lloyd George, Mr. Asquith declared that it was extremely desirable that the floating charge imposed on Austria, and Germany should be replaced by a fixed agreed sum He was of opinion that the San Remo Conference marked a considerable step towards the reconstruction of Europe. Nevertheless, he wanted to see the effective establishment of the League of Nations as the authentic organ of the vast number of States, small and great, who were already partners to the Covenant, and augmented by our late . enemies.
Replying to the debate. Mr. Lloyd George said he was gratified | at the reception given by the House of Commons to his speech. He referred to the overwhelming importance of an understanding with Emir Feisul and opined that an understanding would not be difficult to obtain, as a more loyal or more straightforward ruler did not exist, not was there a better man to deal with. Emir Feisul had a coa siderable task in building up a new Government, as the people had not enjoyed self-government for centuries.
Mr. Lloyd George, replying to Mr. Asquith, said the Allies were anxions, in the interests of all, including Germany, to shorten the suspense. As regards indemnities and charges. the Allies agreed. that it would be better for Germany to know the exact liability and they had invited her to definitely submit a proposal for a lamp sum. but Germany had not done so. Germany has the remedy in her own hands by stating what she is prepared to pay. Mr. Lloyd George again emphasised that there were at present three Powers with the strength, the organisation and the will to direct the affairs of Europe. Until there was something equal in power and organisa tion to replace it, it was idle to wied up the Supreme Council. The Council was the beginning of the League of Nations. He was an earnest believer in the League: if it failed, the only hope was a federation of nations.

A War Office official announcement says that the Folish offen- sive, cabled yesterday, is in consequence of the Bolsheviks' refusal to meet the Polish peace delegates. The ofensive is on a front of 250 miles from Pripet to Dniester. It is believed that the Ukranians, under General Petlura are co-operating. On the southern sectors of this front by April 26 the Poles had reached Ovrach, Korosten and Jidmir, and had captored Bar. The average depth of the advance was 35 miles and the maximum fifty. The Reds in the Crimea are faced with grave difficulties. A number of peasant risings have) occurred in Ukraine and also Cossack territories. A number of Red regiments have mutinied, owing to attempts at their conversion into Labour units without demobilisation or leave.
