The Prime Minister has seat a letter to the Lord Mayor of Dublin sympathising with him in the dilesuma in which he is placed, and-pointing out that Ireland -to-day is "menaced by a formidable-organisation seeking to terrorise the public; officials and Irish people by murders and Esasalbation. He declares the campaign has attained such proportions that it is impossible to *obtain evidence in the ordinary way which would lead to arrests or eonviétions.. Therefore the Executive, which *is responsible for the maintenance of the Government and -

-protection of life, Hberty and property of individual elti- ens, is placed in great difficulties, as certainly it does Zot wish to arrest the guiltless. On the other hand their first and imperative duty is to leave no stone un- turned to enable them to lay hands upon those terroris- ing society.

They may at times have no option, if they are to grapple with the problem of organized murder, but to dis- locate in some degree the dormal life of the community. May Ladd I believe the present campaign is largely prompted by a desire to make impossible a settlement of the Irish question by reason and goodwill. The Home Rule Bill now before Parliament proposes to establish self-government throughout Ireland on lines more gen- erous than the Act of 1914. It provides means whereby Ireland can attain unity by the free act of her own citi zens without further reference to the Imperial Parlis- ment. I do not believe it possible for Ireland to obtain unity and peace except by these methods of reason and conciliation. The policy of Sinn Fein is exactly opposite. __It_depands upon violence in opinion and vinlente in action. It is a policy which can never lead to union, in Ireland. It certainly can never achieve its avowed object of an Irish republic. It can only condemn Ireland to a long continuance of the terrorism and distress dominating it to-day, for the Government will not be de- flected, from what it believes to be the only course con- sistent with reason and commonsense, by the most ruth- less and cruel campaign of assassination and crime Ireland has ever szen. The Government, however, is an- xious to make as easy as possible the task of those endeavouring to carry on the administration of the country on reasonable lines, and if there are say means- whereby moderate men can be helped and encouraged to withstand and oppose the present campaign of intimida- tion and so bring nearer a settlement of the Irish 'ques- ties, I will gladly co-operate in bringing them into effect.”
