Dielefeld reports state that the draft, agreement between the workers and the Government in the Westphalian industrial region has been drawn up. It provides for disbandment of reactionary troops and formation by the Workers Committes of a Reichswehr composed of three men out of every thousand inhabitants, which force displaces the Citizens Guards. The agreement' stipulates that the advance of Government troops will def be carried out if, the provisions are loyally kept, while martial law is to be raised immediately the general anaesty for workers, 'polite and eitirnos is granted.
