The Prince has to observe that Rough Kinngchow was mentioned in the Treaties of 1858 as a port for foreign trade, many years having clapsed without its being opened. Having despatched the despatches of the Brit. Minister & of the other foreign Ministers in Peking informing the Prince that commerce is in contemplation at the port in question, & requesting the Authorities concerned be moved to take the proper steps in the matter (His Excellency begs to state in reply) that as soon as he has written to the right Authorities of Kwang tung & instructed her subordinates to make all the necessary preliminary Arrangements, & has received a reply he will again address the British & other foreign Representatives that energetic measures may be taken.
