FIGHTING IN GERMANY.

MONDAY, MARCH 29. 1920.

Brussels, March 22.

The latest information from Aix La Chapelle says the situation in the Rhine industrid region is unchanged. Following sanguinary fighting north of Meiderich near Duisburg the Government troops retired. The Spartac ists declare their movement is not against the Armies of Occupation and have requested permission to send their rounded via Ruhrort which they propose should be regarded as a neutral zone. A message from Halle in Saxony says the situation is considerably worse. There has been lively fighting between the troops and armed workers in the town which is reported to be surrounded by workmen.

Berlin, March 22.

It is reported from Leipzig that the Communists have evacuated the centre of the city but hold the suburbs, Railway traffic has been fully resumed in the Leipzing district. The position in the Halle district has become worse. The officials threaten to strike if a Soviet Republic is proclaimed. The Communists prevented men willing to work from resuming.

In the course of a serious warning the "Temps" declares that all the conficting parties in Germany are about to begin an offensive against the Peace Treaty. It fears that German anarchy may be followed by German agresion. The journal advocates immediate Inter- Allied negotiations as regards the effectual disarmament of Germany and inviting the United States to participate.

London, March 22.

Latest British official reports indicate the breaking down of negotiations between the Herr Noske Govern- ment and the Independent Socialists in consequence of the latter's demands hardening owing to further Com- munist successes in the West. The Communists hold Dusseldorf, Elberfeld, Stettin, also Essen, where almost anarchy.reigns. Fighting continues at Leipzig.

Paris, March 22, Latest French official advices state that the Spartac- ist army in the Ruhr Valley numbers 30,000, seasoned well armed troops commanded by Major Von Berweld, a rela tive of Maximiliar Harden. From Stuttgart it is officially reported that troops from Silesia have arrived in the Ruhr district where fighting with the Red Army is expected to-mew. It is pointed out that German occupation of the Ruhr Valley violates the Peace Treaty. It is declar ed the French Government will act only after agree- ment with the Allies regarding the necessary measures.

The Cabinet has resigned.

London. March 20.

The resignation of the German Ministry appears to imply the failure of the attempts to establish an under standing between the workmen in arms and the Ebert Government. The muttering of the coming storm is discemable in various quarters. Hitherto the workmen have carried all before them, especially in the industrial regions of Westphalia and the Rhineland but simultaneously reports come of formidable gatherings and the drilling of bodies of tropps prepared to fight the workmen. An uncertain factor is the attitude of the nation at large. Allied troops have occupied the pro- vinces and are watching developments vigilantly.

Washington, March 26:1 The United States Has decided to join Britain and Italy in opposing Allied military action for the preserva-" tion of order in the Ruhr Valley.

STUDY OF JAPANESE.

London, March 24. The Admiralty announces that in order to enable officers not residing or serving in the Far East to ob ain a preliminary knowledge of Japanese a limited number will be selected for a six months' course of in- struction at the School of Oriental Studies in London after which those who are suitable will be placed on a roster for further study in Japan on full pay. These officers must be prepared to be appointed to ships on the China Station pending a vacancy in the established number of officers allowed to proceed to Japan at one time. In selecting officers for study in Japan special con- sideration will be given to those who have reached the necessary standard of preliminary knowledge by their qwn efforts on the China Station or elsewhere,
