I beg to refer to my Despatch 21, 283 of the 31st of December last, regarding the opening of the Inland. I am despatching this date Hart leaving Peking today for the purpose of establishing a branch of the Customs Inspectorate at the Port of Kiungchow (Hainan Island).
I am persuaded that this step will prove of considerable advantages to our Import Trade. The island of Hainan is hot but itself I imagine is little counted on for a large consumption, Kiungchow or rather this port of Hoihow immediately opposite ...
