in the House of Commons in the commuttes stage of the Estimates, several speakers strongly advocated the establish- ment of a joint Imperial General Staff to deal with matters relating to defence of the empire. Mr. Ormsby Gore suggest ed that in view of our new commitments under the League' of Nations we ought to have new organisations under the War Ofice for the purpose of advising and preparing for defence of the new territories. Mr. Churchill pointed out that the Committee for Imperial Defence was the great instrument whereby the Prime Minister asserted his views and exercised responsibility over the whale Seld of military politics. The Committee of Imperial Defence would certainly endure but it was a mistake to suppose that day committee combi bridge the gulf between the services. If the gulf is to be bridged between the Army and Navy it will only be by building up over a number of years a breed or brand of officers trained in a common Staff College where they wi acquire a cuma, a body of doctrine dealing with the study o war as a whole. The development of such a body of officers was far more urgent than any question of uniting ministries under one lead. He intimated that as far as the War tice was concerned they would push forward the biva of a joint Staff with a joint Stall Callene with the ntmt energy.

He was not prepared to propose that we should march about Mesopotamia holding the people down by military force or had he ever pretended that when we received the mandate we should immediately occupy and dominate every square mile of the country on the first day. Other methods must be devised we were to continue to keep Mesopotamia. He instanced the perss in West Arien where British politica! influence had gradually permented the whole country and brought great areas under successful control. That was the line on which they were working now regarding Mengutamia.

CRIME IN IRELAND.
