I refer to the subject of "Chinese Customs" and the conditions under which protection is afforded. I think, considering the racial peculiarities of the Chinese, it may improve the situation. However, I think it right to address the question of costume.
There remains the reason why, as a condition of protection, a particular costume (as provided by Mr. A. Alabaster's certification of 1868) should not be imposed. But I would like to be able to form an opinion as to whether any modification is required, and it might be desirable that you confer with the Chinese officials on the matter.
When the conditions for protection have been settled, steps must be taken to make it known to the Anglo-Chinese that they will, when in Chinese territory, be entitled to the protection of the law only on their compliance with those conditions.
