to the Chinese Govt,
I am advised that in cases of persons of Chinese origin, where the status of Brit: Subject has been properly established & is duly certificated, he is bound to obey the laws & regulations of the place in which he may be, whether residing or travelling,
but owes allegiance to
British Crown, &
