I am directed by Earl Granville to transmit to you two despatches from H.M. Minister at Peking, relating to the question of the protection of British subjects of Chinese origin in China.

I am to request that you will enter these papers into your consideration, & report to Lord Granville your opinion on the allegiance due from these persons & the Chinese Government, and also as to the instructions that should be sent to H.M. Minister with regard to their protection.
