P. S. The Admiral will, I presume, send an Officer to your port, or if there be a man of war there, will send his Instructions - you will be the Officer to act as to accompany him representing the Admiral when he brings the Flag Officer to deliver his message. There must be no compromise on the subject of protection, unless the nationality of the men can be disproved by evidence that satisfies you. You have no reason to Anticipate that any such will be found.
You will at the same time, however, not threaten, but be careful that the form of correspondence is observed, and that the authorities persist in the course they are alleged to be taking. You must limit yourself to the declaration that for any wrong done in the case, the British Government will hold those responsible.

Shanghai Circular 2:10 of 805 7/68 & the notification regarding British Subjects of Chinese descent, which, with the circular in question, was published in the Supreme Court & Consular Gazette of 8431/68 at Shanghai. You will observe that under instructions from the Secretary of State, it is herein required of all persons described as above, if they would claim the benefit of British protection, that whilst writing or being in Chinese Permitted Territory, they discard the Chinese costume, & adopt some other by which they may be readily distinguished from the native population.
