THE PLAGUE EPIDEMIC. Feb. 22nd. We are glad to hear that Sergts.Melver,Holt and Phil- lips are to be presented with medals of merit for services ren- dered during the plague epidemic, under instructions of the Secret- ary of State who has sanctioned this recognition of their valuable services.

THE RACES.
