III. In case requisition shall at any time be made to the Governor by the Consular Officer or officer in this Colony of any foreign Government to apprehend and temporarily detain any person, being a subject of such foreign Government, and having been accused or convicted of having committed a crime in the country of such Government, upon such requisition the Governor may issue his Warrant to the Police Magistrate.
