Copy of a draft ordinance on the subject which has been prepared in this dept., and I am to state that Lord Kimberley proposes, should Earl Granville concur, to send this order to Hongkong, for enactment in the Colony.

When this measure has become law, the necessary arrangements can be made with the foreign governments as to the terms touching the Col. fut. way of providing for them requisition & payment & Expenses in question.
