With reference to your despatch of the 22nd of November last, and to previous correspondence respecting the surrender by the French Authorities in Cochin China of Chinese Convicts to Hongkong.

I transmit to you herewith, to be laid before the Earl of Kimberley, copy of a despatch from the French Chargé d'Affaires at Peking, relative to the future disposal of Chinese convicts expelled from French Cochin China.

I request that you will move the Secretary of State for the Colonies to cause instructions to be given to the Governor of Hongkong, that such convicts may, on their expulsion from French Cochin China, be received on board Her Majesty's ships of war, or other British vessels of war, or in default of such ships or vessels being available, that they be received on shore.
