The news that the Ottoman tiovernment will be ex- pelled from Europe and that the fate of Constantinople has been settled by the Allies is now stated to be at least premature. Haras.
London, Jan. 4.
A message from Constantinople forecasts the decisions of the Peace. Conference in regard to Turkey especially the rumour that the custody of the Straits will be taken from Turkey. It has created a deep impression here. Officials declare that the Government will send delegates to Paris to bring the Peace Treaty to Constan- tinople in order to submit it to the approval of the coun- try. The Porte will then make counter proposals and if the Allies do not accept these Turkey will not sign the Treaty. It is stated that the above message is unofficial and that possibly circumstances may arise which "will modify the present intention of the Turkish Government.

REMINISCENCES OF SIR PERCY SCOTT.
It is as a gunnery expert that Admiral Sir Percy Scott is known to the public, and in his rêmin- iscences, recently published by John Murray he relates in simple, sailor-like terms his struggles for efficiency in the face of opposition that would have discouraged a less persistent man.
Steam was secondary to sails when Sir Percy Scott joined the Britannia as a cadet in 1856-one of his fellows was Lord French- and for years afterwards he found that more importance was attach- ed to "housemaiding" a ship than to training the crew in fighting
her.
"It was customary," he declares, "for a commander to spend half his pay, or more, in buying paint to adorn H. M. ships and it was the only road to promotion."
On the prettiest ship he ever saw, the Alexandria, the officers had spent £2,000 in decoration, and when he was commander: of the Duke of Edinburgh "the nuts of the bolts on the aft deck were gilded. the magazine keys were electro-plated. and statues i of Mercury surmounted the ro [volver zack«“ ·

Scott's spirit chafed against this system. and his natural aptitude for gunnery. together with his talent for invention, brought him repeatedly into sharp conflict with the authori- ties as constituted in the Ad- miralty concerning which body he does not mince his words or veil his criticisms.
A week before he went into action Sir Percy's elder son, a midshipmen of sixteen, who was lost in the battle of Jutland. said to his father:~.

THE TREND OF DEVOLU- TION
The Speaker's Joint Committee on Devolution made a distinct! edvance recently in mapping out the plan on which they shall approach the consideration of the matters embraced in their terms of reference.
Previous meetings were con- cerned with the question as to what were the areas to be dealt with, and in this connection it is understood that at the outset the Speaker decided that Ireland must be included, gince the reference to the Committee ap- plied to the United Kingdom. If became necessary then to consider what the units of legislative administration should be: Whether they should consist of the component countries of the United Kingdom, as separate entities, or otherwise.
It early became accepted that the areas of Scotland and Wales lent themselves easily to separate. treatment as distinct units; Ireland was debatable; England became the most serious problem. A suggestio was made that the powers to be devolved might vary in importance according to the size of the unit; so that if England remained undivided she would have powers that praj ponderated over all other units. This was naturally objected to by the champions of the other. countries,
There seemed nothing for it, therefore, but the partition of England itself. A new hentarchy seems to be the sointion. with Parliaments for Scotland, Wales, and Ireland allied.
But it is as yet very much in the air. The question of the partition of England. equally with that of the possible partition of Ireland; has yet to be tackled in earnest and in-detail:-
