THE SHANGHAI COUNCIL QUESTION.
CONSULAR BODY OPPOSED TO CHINESE REPRESENTATION.
Shanghai, January 8.
The Municipal Council, in replying to the Chinese demands, has released a letter dated October 24, addressed to the Consular Body. The letter flatly opposed Chinese representation on the Council, but favoured the appointment of a Chinese Advisory Com- mittee of five members. It is announced that the ratepayers must decide by March. The Chinese are agreeing to pay the taxes, but are not satisfied, fearing the strength of the Japanese ratepayers..
