With reference to my
despatch No. 125 of the 12th Oct?
I transmit to
you a
letter from
the Foreign Office, enclosing
a note addressed to Lord Lyons
by the French Minister for Foreign Affairs, respecting
the deportation from Saigon to Hong Kong of certain Chinese in the "Oumer & Julie"
and stating that orders have been given to prevent the
recurrence of such proceedings in future.
