CHALLENGE TO CIVILISATION,

London, Dec. 7. Mr. Lloyd George in a speech admitted that the anti- dumping Bill was retrogressive but the promoters of the Tariff which Bill of 1918 or the Runciman resolutions at Paris singled out one nation for hostile legislation after the war cannot condemn the Government's attitude. He as a free trader refused to believe that the cause of free trade was inseparable from permitting dumping which Mr. Asquith styled unfair Competition to remove duraping would strengthen free trade. This one measure was to be used to urge Liberals to abandon their pledges, further divide the nation and hamper national reconstruction. They were asked to leave a combination which had carried the greatest reform act and the greatest land reform ever carried, which was pledged to Home Rule and liberal institutions in India. "We are asked to divide the nation in face of a vigilant enemy in order to reunite the Liberal party on the German dump heap. That was not going to make Liberalism a living force." The Premier tributing the loyalty of his Uniqnist colleagues to their election pledges said Mr. Runciman recently advocated the co-operation of the best elements of Liberals and Labourites. The same thing applied to the best elements of Liberals and Unionists. He asked Mr. Asquith whether he, if in power, would have dismissed the Unionist colleagues who helped to win the war. The only alternative to coalition was confusion. There was a new challenge to civilisation affect- ing the whole fabric of society. It declared that private enterprise was a failure which must be rooted out. Those

who believed in the virtues of private enterprise must remove the evils which had provoked the challenge. National unity alone could save Britain, Europe and the world. He appealed to Liberalism to participate worthily by united effort to save the world.

PASSAGES FOR BRITISH TRADERS.

In the House of Commons, replying to Mr. Boyle, Mr. Hamar Greenwood said that detailed arrangements for provid- ing accommodation on British warships for representatives of British trading firms were still being discussed with the Admiralty and no accommodation had yet been finally allotted. There were on the lists of the Overses Trade Department three hundred applications for assistance in obtaining pass- ages to oversea ports but it was anticipated accommodation could be found for a very large propertion thereof on ordinary liners. Lord Robert Cecil, speaking at Liverpool, said he did not think the suggested Alliance between Great Britain, France, and America would eventuate. Such Alliances broke down just- when wasted. If the United States did not join the League of Nations we must go on therewith.
