1. The officials in charge of the
Opium duty offices & the Lekin stations
must act together
in a fair & conciliatory spirit.
They must not injure
the public service by obstinately adhering
to his own views.
2. The two offices
are to cooperate
in searching for & seizing smuggled opium
The Lekin Office will avail itself of the assistance of the Customs steam cruisers, & the Customs of the military attached to the Lekin Office.
Mutual help will benefit both.
The accounts of their daily receipts are to be compared together, so that
