With reference to your letter of the 20th of December, I am directed by the Earl of Kimberley, Secretary of State, to transmit to you, to be laid before him, the accompanying copy of a despatch from Her Majesty's Minister at Madrid, stating that the Spanish Government disapprove the proceedings of the Captain General of the Philippine Islands in regard to Sulu.
