HOW THE SITUATION STANDS.

The thread upon which civil and economic order in Siberia hangs is the long, single-track line of railway across the country. It will be recalled that the inter Allied plan for the rehabilitation of the service called for a joint loan from the Powers of $20,000,- 000. The United States now has at Vladivostok her share amounting to $5,000,000, and the Chinese portion of $500,000 is likewise available.

The technical part of the work is under Mr. John F. Stevens. His plan last spring was to divide the road into four divisions as follows: Onisk Division, with Colonel Johnson in charge: Tomsk Division, with Colonel Tower in charge; trans-Baikal Division, with Colonel Lantry in charge; and the Southern Section of the Chinese Eastern, with Engineer Kimura of the Japan- ese Imperial Railway Board in charge.

Colonel Emerson has been made general superintendent of the combined system, with Colonel Hawkings the technical super- intendent. All these superinten- dents are directly under Mr. Stevens.

Working along these lines, a semblance of regular service has been made possible, but it does not begin to suffice for the needs of the Omsk Government in its operations against the Bolshevik. to say nothing of ordinary freight and passenger service. The obstacles to a restoration of normal conditions obviously are. not financial so much as they are labour trouble. These shade into disorders ranging from simple lawlessness to regular military operations.

According to July reports from Vladiovok, the railway situation there was disquieting. The strik ers were being joined by most of the railway workers at Nikolsk, making it difficult to forward sup- plies to troops operating against the Bolsheviks.
