Labourers for the Dutch Colony of Surinam.

In connection with this subject

I am to enclose a copy of a Convention between Great Britain and the Netherlands for facilitating the recruitment in the British Territories in India of such labourers destined for the Colony of Surinam. This convention was signed at the Hague on the 8th of September 1870, and has received the Sanction of the second Dutch Chamber; but cannot be ratified until it also receives the assent of the first Chamber.

I am to request that you will move the Earl of Kimberly to take these papers into his consideration, and favour Earl Granville with his Opinion as to what answer should be returned to the request of the Netherlands Government.
