SETTLEMENT OF INDUSTRIAL DISPUTES.
London, Nov. 2.
There has been a series of conferences between the Minister of Labour and representatives of the Trades Unionists relative to the termination of the Wages Tem porary Regulation Act on Nov. 21. The Ministry of Labour announced yesterday that Mr. Horns to-morrow introduces a Bill establishing a permanent Industrial Court replacing the interim Court of Arbitration The announcement says it is generally recognised that com- pulsory arbitration is impracticable and it is proposed that the lndustrial Court should settle disputes with the consent of both parties. The Bill empowers the Minister of Labour to appoint Courts of Enquiry into trade dis- putes. Clauses empowering the Industrial Court to de- cide when awards and agreements are binding on the whole trade and prohibiting Trade Unions financing a strike against the award or agreement are dropped owing "to a very strong exception being taken to the latter clause by representatives of the Trades Unions as an in- terference with the Trades Disputes Act 1906."

The text of the new Bill designed to stop strikes has been issued. It establishes an Industrial Court and Courts of Inquiry in connection with trade disputes. The Industrial Court comprises independent employer and workmen representatives the chairman being in- dependent. With the consent of both parties the Minister of Labour may refer any dispute to the Court. In the event of no agreement as regards the award the matter will be decidexble by the chairman. The Minister may appoint Courts of Inquiry in connection with any dispute. The Courts are empowered to require evidence and to impose penalties in the event of misleading or false evidence. Reports of the Courts of Inquiry must be submitted to Parliament.
London, Nov. 5.
In the House of Commons Labourites opposed the appointment of the Scottish Solicitor Mr. Duncan as Coal Controller because the Coal Advisory Committee was not consulted and a lawyer was unsuitable for the post. They declared that the Board of Trade's policy thus. exemplified would lead to disaster. They also denounced the 6 increase in the price of coal and demanded the appointment of a Select Committee.to enquire into the above, also the causes of the declining output and the Government's alleged excess profits. Sir Auckland Geddes in the course of a reply said he believed they would soon be able to reduce the price of coal because the miners were working better, output had increased and was improving.

The Governor of British Guiana has telegraphed to Lord Milner protesting agains; Lord Rethermere's recent suggestion that the Colony should be ceded to the United States in liquidation of the debt. Lord! Milner replied that there was no intention of reding British Guiana or any West Indian Colony to a foreign Power.
COLONIAL MEDICAL SERVICES.
London. Nov. 4.
Lord Milner has appointed a Committee to consider the position of the medical services in various Colonies and Dependencies with a view to maintaining an in creasing supply of candidates and securing contentment. Further, to consider whether the principle of assimilating he medical service in neighbouring colonies may be use- fully extended.
SHIPPING CONSTRUCTION.
Paris, Oct. 31.
The "Oeuvre" understands the Minister of Marine in agreement with the Commissioner of Marine Transport has decided to construct in the naval arsenals at Cher- bourg, Rochefort, Brest and Lorient ten new cargoboats and six liners for an Indo-China line. The construction of the vessels will not be completed before 1922.

M. Clemenceau has arrived. This is his first visit to ex-German soil for years. He had an enthusiastic recep- tion from a cheering crowd who broke through the cordon of soldiers and cheered.

In the House of Commons, replying to a question, Sir Auckland Geddes stated the Profiteering Act was working satisfactorily. Probably the House would soon be asked to extend its scope.
PLAGUE ON THE NAGOYA.
London, Oct. 30.
There are eight cases of plague among the native crew of the steamer Nagoya which has arrived in Lon- den from Yokohama. All precautions have been taken.
