The British Chambers of Com. merce in China have now seized the opportunity to solidify British interests in this country. and have brought together in Shanghai a conference of those interests, in the only one of its kind ever held in the Far East. The Chambers of Commerce that will be represented on the Con- ference this week in Shanghai with the exception of the Hony- kong General Chamber of Com- merce, have been in existence only since 1915. They owe their origin to the war. The subjects to be discussed at the Conference embrace a wide area, but it is a matter of regret that the American community were not asked to co-operate with the British. Most: f the questions that the Conference with be called upon to express an opinion on are of vital interest to Americans, as well as Britishers, and this at- tempt to ignore them is inexcus able. Some tall" subjects the Conference has committed itself to solve. For instance, a uniform system of currency for China cannot certainly be effected by by the British Chambers of Commerce in China, as the advantages of a uniform currency must be impressed upon the the Chinese Government by traders of all nationalities in terested in the trade of China.

It has very frequently been. stated that foreign banks have rarely taken any steps to support the Chinese Government in its attempts at reform. The state- ment is true. but there has never been a coordinated scheme and nothing that foreign trade could fall in with. Consequently. they didnot want further complications by acceding to ill-judged and half- hearted attempts for the regula tion of curr, ny. The Chinese Go- vernment could only expect help or co-operation when it adopts, and is able to enforce. a proper scheme of reform. It is pur- poseless to go in to the early his- tory of the currency of Chine. There is confu-ion enough in local currencies.
