would be unlikely to attract men of the highest position in the profession of Architects.

I have therefore carefully made inquiries and selected Mr. I.A. Hawkins, Architect to the Education Committee of the P.W. Department, as the architect.

Mr. Hawkins is an architect of repute, having recently added wards to Guy's Hospital, the construction of which is understood to have received high commendation from the profession generally.

More fully to ensure that the requirements of sanitary science are observed in the construction of the Tropical Hospital, I propose to associate with Mr. Hawkins, Dr. George Buchanan, of the Colonial Government Board, a physician of distinction in questions of Public Health.

For Mr. Hawkins's services, remuneration will be made at the ordinary professional rate; and I propose to pay Dr. W. Buchanan 100 guineas for the services to be rendered by him.
