JAPAN AND GERMANY.

REPORTED CONTENTS OF SECRET TREATY,

Shanghai, October 10.

Weng Wing-pe, the Chinese Minister in Switzerland, has reported that the German-Japanese Secret Treaty has been officially published, its terms including —

1. Germany and Japan will assist the Russian Government to suppress internal unrest.

2. Japan will assist Germany and Russia to secure free passage through China and Persia.

3. Germany and Japan will mutually decide each others' sphere of action so as to ensure adequate precautions against Great Britain and America.

4. Japan will render assistance to Germany and Russia during the Peace Conference.

5. Japan will demand co-operation with China to control administration and finance in East Mongolia. and Russia should assist Japan in securing this demand.

6. A special naval and military secre: Treaty between Germany and Japan will be drafted, the principal object being to watch Great Britain and America.

7. The above-mentioned items comprise the principles of the foreign policy of Germany and Japan. the other articles to be made after the new Government of Russia is firmly established..

8. This secret Treaty will be in force as soon as the new Russian Government is established and will last for a term of five years.

It is said that the Treaty was drawn up in both the German and Japanese languages, and was signed and exchanged at the Hague last winter.

Defendants were sentenced to 14 days' hard labour, except the first, who was sentenced to six weeks.
