REFORMESSUGGESTED BY EMPIRE PRESS UNION.
An important memorandum on cables and wireless services throughout the Empire has been prepared by a mb-committee of the Empire Press Union, and copies have been forwarded to Lord Milner and to the secretary. of the War Cabinet.
The memorandum states that during the past four years of cable chaos there was hardly a business house or a newspaper that did not experience, the deficiencies or untrustworthiness of cables and wireless. Remedies for this condition of affairs are suggested by the committee, as follows-
That immediate steps be taken to improve the existing cable services by reducing the wordage of Government messages, and otherwise relieving congestion.
That every possible assistance should be given by the Govern- ment to the cable companies to enable them expeditiously to repair their lines.
That an adequate system of wireless should be established as soon as possible.
That a second cable should be laid without delay, as a part of the All-Red scheme. from Bam- field to Norfolk Island, and cer- tainly, in the first instance, from Bamfield to Fanning Island.
That better use should be made of the ex-German Atlantic cable. That subventions should be granted, with a view to reducing cable and wireless rates, in order to encourage inter-communication between all parts of the empire.
That the deferred press tariff should be resumed, and extended as possible to South Africs and to India.

That investigation should be made-respecting the use of cables by some of the Government De partments, for the transmission of speeches and other news matter, on many occasions at most inordinate length, thereby causing needless expense and congestion of the wireless.
