approved by the Law Officers of The Crown a copy of the Report of the Law Officers is annexed, and Low Granville will observe that they think it desirable that the Order in Council of 1849 should be revoked. The Letters Patent above referred to will be passed at the earliest opportunity, but it is thought desirable to proceed at once to the Consecration of a Bishop for Northern China, it appears would be necessary before revoking the Order in Council of 1849 to obtain the consent of the Archbishop of Canterbury to such revocation. Upon this point I enclose a copy of a Report from the Law Officers, dated 4 August 1868.
