Educationists were beginning to kick against a system which created the greatest' amount of disturbance with the minimum of art and value-a system which made necessary a book such as he had once seen, entitled, “Music without Tears." In the natural development of childhood sound and rhythm should have a definite place. Children should be tanght to express themselves in music, rea ising it as an art com. parable with the writing of poetry or masterly prose, or the painting of a picture. The small boy who said that whenever be listened to good music it made him wish he had never done any- thing bad was on the right lines. There was never a greater need than now for cultured musicians.
FLEAS AND SCARLET FEVER
THEORY OF SPREAD OF INFECTION.
Dr. Hamer, the School Medical Officer for London, has during many years compiled compara- tive statistics of the relationship in the Metropolis of scarlet fever prevalence and flea prevalence. This year he returns to the sub- ject in his annual report, and affords some very striking tables covering the past nine years.
The flea prevalence was es- timated from the number of children found to be flea-bitten and froto the number of beds in the common lodging-houses found to be flea-marked. The year 1910 showed a small augementation of flea prevalence" and also a small increase in the scarlet fever ceses. In 1911 both, fleas and fever were in abeyance. Again there was a small incease in both in 1912, this being confined to children aged one-five years:
Then the fleas began to increase markedly, and 1913, 1914 and 1915 were big "fea' years." They' were also big scarlet fever years. After that, in 1917 and 1918, the feas fell away, and so also did the fever.
The theory is attractive there- fore. But objections have been brought against it. It has been, pointed out, for example, that scarlet fever is by no means con- fined to dirty houses or dirty people. It has even been described as a disease of the well-to-do. This (argument Dr. Hamer meets to some extent. He points out that so fr as very young children are concerned scarlet fever is much moro prevalent among the very poor. In older childen its pre- valence is about even between poor and woll-to-do; în children over school age it seems to affect the better class more frequently, as is suggested, because the poor are by this time immune to the disesse.
The conclusion is drawn that the facts as set out do not in any way conflict with acceptance of a flea hypothesis of spread of scarlet fever, provided it is bore
